1. The ECOWAS Commission has received Grants from the Spain Fund and intends to use part of the Grant
amount to finance the service contract for the Selection of an Individual Consultant to for the identification a
new Spanish Cooperation Program for ECOWAS-Spain Fund on Migration and Development for the
Implementation of the ECOWAS Regional Migration Policy.

2. Under the overall supervision of the ECOWAS Director Free Movement of Persons and Migration, the
consultant will formulate a new Cooperation Program within the framework of the Spain-ECOWAS on
Migration and Development Fund thereby identifying strategic projects for implementation to address all four
areas of action under the intervention area “Enhancing the migration and development nexus” of the draft
Regional Migration Policy.

3. The consulting services (“the Services”) include the deliverables listed under paragraph 4 below and
the duration of the contract shall be for a period of three (3) months from the date of the signing of the
contract.

4. Duties and responsibilities of the consultant:
– Context analysis
– Needs analysis: consult key actors
– Draft Proposal for a Spanish Cooperation Program with ECOWAS to support the implementation of
the Draft ECOWAS Regional Migration Policy
– Process of consultation and validation of the Proposal
– Final Proposal

5. The ECOWAS Commission now invites eligible Individual Consultant (“Consultants”) to indicate their
interest in providing the Services. Interested Consultants should provide information demonstrating that they
have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are
as follow:
Educational Qualification
▪ Shall justify Advanced university degree or master’s degree in development economics, Social
Science, Law, Political Science, International Relations, Social anthropology, demography or
related field;
Experience
▪ Shall justify at least ten (10) years of experience in projects evaluation or in research studies about
development policies and migration.
▪ Shall justify having executed at least three (3) similar assignments in technical assistance for the
identification of development programmes/projects with International or regional organizations,
UN agencies or bilateral agencies, European Union etc
▪ Shall justify of having executed two (2) similar assignments in ECOWAS Region.
Language
▪ The Individual Consultants shall be fluent (reading, writing, speaking) in two of the ECOWAS
Official Languages (English, French or Portuguese). Practical knowledge in Spanish would be an
advantage.
NB: The attention of interested Individual Consultants is particularly drawn to Article 118 of the ECOWAS
Revised Procurement Code (“Infringements by Candidates, Bidders and Awardees”), providing information
on corrupt or fraudulent practices in competing for or executing a contract. In addition, please refer to the
following specific information on conflict of interest related to this assignment as per “Article 119 of the
ECOWAS Revised Procurement Code.

6. The Consultants will be selected in accordance with the Selection of Individual Consultant set out in
the Consultant Guidelines.

7. Expressions of Interest (1 Original and 2 Copies) must be delivered in sealed envelopes and clearly

Migration Policy” to the address below latest by Tuesday June 20, 2023 at 11.00 am (GMT+1), Nigerian Time.
