ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE)

 

ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE) is a specialized Agency of the ECOWAS Commission, based in Praia, Cabo Verde, responsible for the development and promotion of Renewable Energy (RE) and Energy Efficiency (EE).

 

ECREEE was officially instituted by Regulation C/REG.23/11/08 during the 61st Session of the ECOWAS Council of Ministers held in Ouagadougou on November 29, 2008. The Centre was established during a six-month preparatory phase with support from the Austrian and Spanish Governments and technical assistance from UNIDO. ECREEE was officially inaugurated on July 6th, 2010, following the signing of the Headquarters Agreement by His Excellency José Maria Neves, Prime Minister of Cabo Verde, and His Excellency James Victor Gbeho, President of the ECOWAS Commission.

 

Objectives

The objectives of ECREEE are:

  1. Coordinating projects and programs to promote renewable energy, increase energy efficiency, and improve access to modern energy services and energy security across Member States.
  2. Sensitization and Capacity Building in the region on RE and EE.
  3. Policy Harmonization and Quality Assurance of RE and EE services
  4. Energy Research and Technology Transfer.
  5. Program Development and Resource Mobilization.

 

Governance

ECREEE’s governance is guided by Regulation PC/REX.5/06/2020 on the Organization and Functioning of ECREEE, along with the Memorandum on the ECOWAS-Donors Consultation Committee for ECREEE, both signed in November 2020. The Center is led by the Executive Director who reports to the Commissioner for Infrastructure, Energy, and Digitalization of the ECOWAS Commission. ECREEE operates under a 5-year Strategic Plan that directs its activities across the region, ensuring alignment with ECOWAS Vision 2050 and the Commission’s 4×4 Strategic Objectives.

 

Interventions

ECREEE’s interventions in the member states are carried out through direct regular engagement with its National Focal Institutions (NFIs) and other key national bodies (Rural electrification agencies, ER and EE agencies, other public sector stakeholders), Private Sector, Financial Institutions, Technical and Financial Partners, Academics and Scientists, Civil Society.

ECREEE’s Mission is to promote renewable energy and energy efficiency in the ECOWAS region through programs that generate high socio-economic impact.
