  1. The Republics of Mauritania and Niger have received financing from the World Bank toward the cost of the regional Electricity Access and Battery Energy Storage Technology project (BEST), and intends to apply part of the proceeds toward payments under the Contracts for Design, Supply and Installation of Electricity Distribution Infrastructure for Mauritania and Niger. For these contracts, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made otherwise.
  2. The Client now invites sealed Bids from eligible Bidders for the realization of the Design, Supply and Installation of Electricity Distribution Infrastructure for Mauritania and Niger, divided into four (4) lots and including, for information purposes, the following descriptions:

The services covered by this Request for Bids (RFB) consist of four (04) separate lots distributed as follows:

For Mauritania:

  • Lot 1-MR: Design, Supply and Installation of Electricity Distribution Infrastructure in Trarza and Brakna (in Mauritania)

Works include extension and densification of MV/LV networks in Trarza and Brakna, with conventional three-phase system as well as single phase (MALT) system.

The period of execution of all the services for this lot 1-MR is Eighteen (18) months from the date of entry into force of the contract.

  • Lot 2-MR: Design, Supply and Installation of Electricity Distribution Infrastructure in Assaba, Gorgol and Guidimagha (in Mauritania)

 

Works include extension and densification of MV/LV networks in Assaba, Gorgol and Guidimagha, with conventional three-phase system as well as single phase (MALT) system.

The period of execution of all the services for this lot 2-MR is Eighteen (18) months from the date of entry into force of the contract.

For Niger:

  • Lot 1-NE: Design, Supply and Installation of Electricity Distribution Infrastructure in Niamey, Tillabéry, and Dosso (in Niger)

Works include extension and densification of MV/LV networks in Niamey, Tillabéry and Dosso, with conventional three-phase system as well as single phase (MALT) system.

The period of execution of all the services for this lot 1-NE is Eighteen (18) months from the date of entry into force of the contract.

  • Lot 2-NE: Design, Supply and Installation of Electricity Distribution Infrastructure in Tahoua, Maradi and Zinder (in Niger)

 

Works include extension and densification of MV/LV networks in Tahoua, Maradi and Zinder, with conventional three-phase system as well as single phase (MALT) system.

The period of execution of all the services for this lot 2-NE is Eighteen (18) months from the date of entry into force of the contract.

 

  1. A Bidder may submit a tender for one or more lots, as specified in the Bidding Document. A Bidder wishing to offer a discount in the event that several contracts are awarded to him, will be authorized to do so, but he must indicate these discounts in the Submission Form (Letter of Bid).
  2. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020. (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

  5. Bids must be delivered electronically following the procedure detailed at ITB 23.1 of the bidding document Section II no later than February 27, 2023 at 10:00 GMT. Late Bids will be rejected. Bids will be publicly opened the same day at 11:00 GMT in the presence of the Bidders’ designated representatives and anyone who chooses to attend this session. The link to the opening session will be sent by email to Bidders after submitting their bid.
  6. All Bids must be accompanied by a Bid Security for an amount of:
  • Lot 1-MR (Mauritania): Eight Hundred Thousand Dollars US ($US 800,000)
  • Lot 2-MR (Mauritania): Eight Hundred Thousand Dollars US ($US 800,000)
  • Lot 1-NE (Niger): Four Hundred Thousand Dollars US ($US 400,000)
  • Lot 2-NE (Niger): One Million Dollars ($US 1,000,000)

 

  1. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
