1. The ECOWAS Commission intends to use part of its budget to finance the contract of an Individual
Consultant to Support the Finalization and Implementation of the ECOWAS Automotive Policy
Framework in the Member States.

2. The overall objective of this consultancy service is to support the Finalization of the Regional Automotive Policy Framework and assist the ECOWAS Commission and its Member States in its
implementation.

3. This consultancy assignment will include considering the developed Automotive Policy Framework,
related opportunities at national level and assisting in guiding and following up on the implementation
of the ECOWAS Automotive Policy Framework.

4. The services to be provided will identify the challenges and conciliate national and regional needs and
vision by aligning national interest with regional ones.

5. Duration: The expected duration of the assignment is up to 45 days

6. Duties and responsibilities of the Consultant: The Consultant’s tasks shall include the following:
• Based on the study on the Automotive value chain in the region, extract national opportunities identified
and classify them by sub-segment
• Assist in reviewing national opportunities identified in relation with ECOWAS Member States and key
Private Sector Stakeholders in the region
• Liaise with ECOWAS member states (first batch countries) to ensure that priorities identified are in line
with the Regional Automotive Policy Framework
• Assist in following up with the Member States (first batch countries) to ensure that key elements of the
ECOWAS Automotive Policy Framework are embedded in national priorities and properly
implemented.
• Assist Member States (first batch countries) in identifying and developing a coherent matrix of actions
to be implemented, in line with ECOWAS Automotive Policy Framework
• Propose a regional mechanism for the implementation, review and monitoring of the ECOWAS
Automotive Policy Framework
• Provide recommendations and required steps to foster the implementation of the ECOWAS Automotive
Policy Framework efficiently and effectively.
• Prepare relevant briefing notes to facilitate validation and submission of related documents
• Prepare and submit a final report.

7. The ECOWAS Commission invites eligible individual consultants (“Consultants”) to express their
interest in providing the services. Interested consultants shall provide information showing that
they have the qualifications and experience to provide the requested services. The applicants are
to meet the criteria set out below:
Qualifications
• Master’s degree or above in Industrial Development, International Development, Economics,
Development Studies or related fields is desirable;
Experience
• Minimum of ten (10) years of proven experience in in development or/and implementation of
industrial strategies and frameworks, an experience at senior level in the automotive industry will
be an asset
Required Expertise
• Have a clear understanding of the processes involved in implementing Automotive Policy and
Industrial Development Strategies
• Have a clear understanding of the automotive value chain
• Demonstrate familiarity with the social and economic conditions of the African Regional Economic
Communities (RECs) (first-hand experience in one or more RECs would be an advantage)
• Have a proven ability to write in a clear and concise manner and to communicate orally
• Have an experience in designing and/or implementing an action matrix in the field of automotive
industry
• Be able to meet strict deadlines
Language
• Individual consultants must be fluent in two of the ECOWAS official languages i.e. French and
English (written and verbal communication)

NB: The ECOWAS Commission would like to draw the attention of interested consultants to Article 117 of the
revised ECOWAS Procurement Code on “Fraud and Corruption”, which provides information on fraudulent or
corrupt practices in competition or contract execution. Furthermore, candidates are invited to take cognisance
of the specific information on conflict of interest related to this consultancy service, under Article 118 of the
revised ECOWAS Procurement Code.

8. The selection of the consultant will be made following the criteria for the Selection of Individual
Consultants set out in the Guidelines for Consultants. The candidate with the highest score will be
invited to submit a technical and financial proposal.
