The Economic Community of West African States (ECOWAS Commission) has received financing from
the World Bank toward the implementation of the Western Africa Regional Digital Integration Program
(WARDIP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the development for the ECOWAS region of a five-year
regional e-government strategy.

ECOWAS Commission now invites eligible firms (“Consultants”) to indicate their interest in providing the
Services. Interested Consultants should provide information demonstrating that they have the required
qualifications and relevant experience to perform the Services. The qualifications and relevant experience
of the consultants must be supported by documents such as copies of contracts, certificates of good
performance, etc. The absence of supporting documents is eliminatory.
The evaluation criteria are:
– Proven experience (10 to 15 years) in the development of digital strategies particularly in the field
of public administration.
– Proven experience in promoting issues on governance, legislation, regulation, awareness raising and
capacity building on digitalization (support with evidence).
– Carried out at least two (2) digital strategy development assignments in a similar institution as
ECOWAS within the last five (5) years.
– Good knowledge of the West African digital environment.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World
Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”),
setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Consultant’s Qualifications based Selection set out
in the World Bank Procurement Regulations.
