“Recruitment of Consultant for the Development of Guidelines on Harmonization of
Legislation on Counter Terrorism”

1. The ECOWAS Commission plans to allocate a portion of its 2023 budget to fund the contract of
Consultants for Development of Guidelines on Harmonization of Legislation on Counter Terrorism.
2. This consultancy assignment aims to create guidelines for aligning counterterrorism laws across
ECOWAS member states.
3. The overall objective of this exercise is to develop a regional guideline on harmonization of legislations
as a basis to facilitate member state develop/modify their national legal frameworks on the fight against
Terrorism.
4. Duration: The expected duration of the assignment is up to 3 months.
5. The Consultant’s tasks shall include the following:
Identify and list all the legislations on counter terrorism in members states
Highlight key differences in their respective legislations
Identify the challenges in prosecuting terrorism offences
Identify the inadequacies in the existing legislations
Propose a guideline for harmonizing the counter terrorism legislations in accordance with
international best practices.
Produce the final reports in the 3 ECOWAS languages (ENGLISH, FRENCH AND
PORTUGUESE)
6. The ECOWAS Commission invites eligible individual consultants (“Consultants”) to express their
interest in providing the services. Interested consultants shall provide information showing that they
have the qualifications and experience to provide the requested services. The applicants are to meet
the criteria set out below:
Experience
MSc or higher academic qualifications in peace and security studies or related social
sciences/humanities.
Minimum of 5 years relevant experience in research methods and proven evidence of excellent
analytical and report writing skills.
Sound knowledge, skills and experience in peace and security framework of ECOWAS (the lead
consultant should preferably be an ECOWAS national).
Sound knowledge, skills and experience in Participatory approach, other qualitative/quantitative
research methods.
Experience in social research work especially at international levels.
A good track record of similar or related activities previously conducted is desirable
Language
The Individual consultant must have the capacity to speak and write in the three (3) ECOWAS
official languages i.e. French, English or Portuguese (written and verbal communication).
NB: The ECOWAS Commission would like to draw the attention of interested consultants to Article 117 of the
revised ECOWAS Procurement Code on “Fraud and Corruption”, which provides information on
fraudulent or corrupt practices in competition or contract execution. Furthermore, candidates are invited to take
cognisance of the specific information on conflict of interest related to this consultancy service, under Article
118 of the revised ECOWAS Procurement Code.
7. The selection of the consultant will be made following the criteria for the Selection of Individual
Consultants set out in the Guidelines for Consultants. The candidate with the highest score will be
invited to submit a technical and financial proposal.

8. Expressions of interest (1 original and 3 copies) must be submitted in sealed envelopes marked
