Engagement of a Firm to Conduct an Assessment and Develop a Regional Strategy and
Roadmap for Cross-border Foundational Identity Systems Interoperability and Mutual
Recognition of Foundational Identity Credentials for Access to Services for the West Africa
Unique Identification for Regional Integration and Inclusion (WURI) Project

Economic Community of West African States (ECOWAS) has received a grant from the World Bank toward
the implementation of West Africa Unique Identification for Regional Integration and Inclusion (WURI) and
intends to apply part of the proceeds for the Engagement of a Firm to Conduct an Assessment and
Develop a Regional Strategy and Roadmap for Cross-border Foundational Identity Systems
Interoperability and Mutual Recognition of Foundational Identity Credentials for Access to
Services.

The consulting services (“the Services”) include to conduct extensive consultation with stakeholders in: Benin,
Burkina Faso, Cabo Verde, Côte d’Ivoire, Ghana, Guinea, Guinea Bissau, Liberia, Mali, Niger, Nigeria, The
Gambia, Senegal, Sierra Leone, and Togo for the purpose of this assignment and thereafter synthesise the
findings into one document. While the assessment and analysis report, and strategy will cover all the fifteen
(15) ECOWAS Member States, the roadmap will focus on the WURI implementing Member States (Benin,
Burkina Faso, Côte d’Ivoire, Guinea, Niger, and Togo).

More specifically, the Firm will be required to perform the following keys tasks, amongst others:
(i)Assessment and Analysis Report of ECOWAS Member States National Identity Ecosystem.
(ii) Regional Strategy for fID systems Interoperability and Mutual Recognition of fID Credentials for Access to
Services.

(iii) Roadmap for Cross-border fID systems Interoperability and Mutual Recognition of fID Credentials for Access
to Services
(iv) General considerations
The assignment will be conducted taking into cognisance the three official languages spoken in the region.
The engagement commences from contract effective date for a period of four (4) months. The payments shall
be done in line with contract’s schedule.
The ECOWAS Commission now invites eligible consulting firms (“Consultants”) to indicate their interest in
providing the Services. Interested Consultants should provide information demonstrating that they have the
required qualifications and relevant experience to perform the Services. Key Experts will not be evaluated
at the stage
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World
Bank’s “Procurement Regulations for IPF Borrowers”: Procurement in Investment Project Financing – Goods,
Works, Non-Consulting and Consulting Services, July 2016, revised November 2017, setting forth the World
Bank’s policy on conflict of interest in Consulting Services.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly
whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a
joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire
contract, if selected.

A Consultant will be selected in accordance with the Consultant’s qualification-based Selection set out in the
Consultant Guidelines.
