ROLE OVERVIEW

Under the Supervision of the PPO Water Governance and Policies, the incumbent is responsible for

 

ROLE AND RESPONSIBILITIES

  • Conduct all work related to the collection, processing and statistical analysis of hydro-rainfall data, the evaluation of surface and underground water resources, rainfall-runoff modeling and techniques for transposing water series flows at unmeasured sites.
  • Ensure the automation of calculations, design, development of hydro-rainfall databases and restitution of flow series for application to calculations of regularized volumes and models for simulation and allocation of water resources and analyzes climate change and catastrophic risk scenarios.
  • Ensure the development of relevant programs, effectively organize programming, planning on the analysis and modeling of water resources.
  • Promote knowledge of the resource and monitoring of the impact of global change on the evolution and availability of water resources in West Africa
  • Assist countries and basin organizations in modeling and analyzing water resources data.
  • Support the Regional Observatory Program Officer in the analysis, modeling, and supply of the Regional Water Observatory
  • Support the Governance and Policy program officer in i) the harmonization of processes for collecting and managing information on water with countries and other partners of the Observatory and ii) the analysis of development indicators in the water sector; iii) Support countries in the development of their National Water Information Systems (NIS Water), the collection and analysis of indicators.
  • Contribute to the drafting of the report on the state of water in West Africa
  • Develop and supervise technical partnerships with national and sub-regional stakeholders.
  • Capitalize on the experiences acquired and ensure their dissemination to partners.
  • Lead consultations with different partners and donors.
  • Develop projects and contribute to the search for financing with a view to their implementation in the region.
  • Any other duties assigned from time to time by the PPO Water Governance and Policies

 

ACADEMIC QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree (or equivalent) in Water Management, Regional Planning and Development, Rural Development, Environment Science, Agricultural Economics, Agronomy, Forestry, or a related field from a recognized university.

·       5 years of progressively responsible professional experience in water-related fields and implementation of biodiversity and water-related projects.

·       Solid understanding of water resources, management and use and ability to keep abreast of developments in the field.

·       Excellent knowledge of water sector policies and projects, intra-regional and regional cooperation activities in the water sector and of the role of water resources in developing rural economies and reducing poverty.

·       Demonstrated professional skills and abilities related to best practices in programme and project management associated with water management.

·       Fluency in oral and written expressions in one of the ECOWAS official languages of the Community (English, French & Portuguese). Knowledge of an additional one will be an added advantage.
