ROLE OVERVIEW

Under the supervision of the Principal Programme Officer, Animal Resources Development, the incumbent shall monitor and coordinate ECOWAS activities for the creation of an economic, structural and regulatory environment that enable the development of Livestock-Meat and Dairy Value Chains.

 

ROLE AND RESPONSIBILITIES

·        Coordinate the implementation of ECOWAS regulations on animal resources sector.

·        Monitor and participate in the activities of international regulatory bodies on meat, milk, fish – OIE, CODEX, SPS standards and EU industry standards.

·        Facilitate the analysis and compilation of data and information from animal production systems (livestock, poultry farming, milk, fish, etc.), meat and milk value chains (especially the strategic sectors decided by the highest authorities ECOWAS decision).

·        Support the professionalization and structuring of the livestock-meat and milk sectors and related activities in the ECOWAS area (OHADA code versus ECOWAS regulations).

·        Develop tools for mastering the technical routes of production and marketing of high value-added animal products in the ECOWAS region.

·        Establish public policy measures and mechanisms to increase food market shares.

·        Develop instruments allowing the labeling of “made in ECOWAS” products (in connection with ETLS and ECOWAS rules of origin).

·        Support the establishment of ECOWAS rural production certification systems for aquaculture, livestock, meat and milk (Fair Trade, Collective Certification in Organic Agriculture, HACCP, Organic Label, European Label, Good Codes farming practices, etc.).

·        Encourage the creation of new outlets, local employment opportunities and promotion of the cattle-meat and milk professions (reduction of unemployment and the migration of young people): private slaughterhouses, butchers, etc.

 

 

ACADEMIC QUALIFICATIONS AND EXPERIENCE

·        Bachelor’s Degree or equivalent in Livestock Engineering, Agricultural Economics, Rural Economy, Veterinarians, Rural Development, Agronomy, or any other related relevant field from a recognized University.

·        5 years of professional experience in the field of livestock development, zoo-technics, animal and veterinary sciences, territorial development.

·        Broad experience as a program/project manager, project manager and programs.

·        Have at least experience in the fields of transhumance, pastoralism, management of territorial conflicts and regulatory issues, etc.

·        Have a very good knowledge of the stakes and problems of the livestock sector in the ECOWAS area.

·        Skills in agricultural policy formulation, project / program formulation, strategic planning or institutional and regulatory framework.

·        Fluency in oral and written expressions in one of the ECOWAS official languages of the Community (English, French & Portuguese). Knowledge of an additional one will be an added advantage.
