ROLE OVERVIEW Under the supervision of the Principal Program Officer, Project Preparation, the incumbent shall be an economic advisor, providing key economic and financial analysis. He/she shall play a leading role in the financial structuring of PPDU projects to ensure funding and financial sustainability.
ROLE AND RESPONSIBILITIES · Launches activities to promote private sector financing of infrastructures. · Undertakes economic and financial analysis to provide professional advice on bankable projects. · Communicates case definition arguments for project development and fundraising. · Participates in the training and capacity-building initiatives of the PPDU targeted at project units in ECOWAS Member States. · PPDU key player in the preparation of regional/international infrastructure for a. · Perform any other tasks as assigned by the supervisor.
ACADEMIC QUALIFICATION AND EXPERIENCE · Bachelor’s degree (or equivalent) in Finance, Business Administration, Accounting, Economics or in a similar field from a recognized university. · 5 years of considerable experience in Economic and Financial Analysis in the public or private sector related to infrastructure, international experience would be an asset. · Knowledge of International multilateral banks or Institutions financial regulations, administrative procedures, procurement Tender Code and staff regulation. · Expertise in conducting detailed economic and/or financial analysis, including the development of business cases for various infrastructure-related sectors. · demonstrated knowledge of planning, monitoring & evaluation with and Result Based Management approach. · Have very good knowledge in the preparation of PPP projects. · knowledge and experience in policy development process, programme design and execution. · Project Management certification would be an advantage.

Knowledge of an additional one will be an added advantage. · Ability to develop and implement an individual action plan for achieving specific work goals. · Identify, organize, and monitor tasks throughout to facilitate execution. · Ability to contribute and/or lead on projects as per accepted project management standards and techniques, to co-ordinate contributions by others to set and meet deadlines. · Ability to organize work, set priorities, and work within timelines, giving attention to details, stakeholders, indicators, and risks. · Ability to identify, collect and assess indicators to monitor performance and to take proactive remedial action as required.
