ROLE OVERVIEW

Under the supervision of the Director of Trade, the Officer incumbent shall be responsible for overseeing the management of activities undertaken by the Division in the areas of trade facilitation and trade development.

 

ROLE AND RESPONSIBILITIES

·       Coordinates Trade & Development issues at WTO, UNCTAD and other related institutions.

·       Coordinates and ensures the implementation of ECOWAS trade facilitation interventions.

·       Facilitates the formulation of Trade Facilitation related strategies, policies, and measures.

·       Coordinates and facilitates the implementation of the region’s work programme and activities in cross cutting areas including Environment; Gender; Investment; Finance; and Technology transfer; aid for trade.

·       Harmonizes non-tariff measures and supports the reduction of non-tariffs barrier.

·       Strengthens trade and economic partnerships/relationships between ECOWAS and partners.

·       Builds capacity of ECOWAS and its Members States to formulate and implement Trade Policies and Negotiate Trade Agreements

·       Develops, coordinates, and implements Programme and Projects for areas under his/her responsibility.

·       Coordinates the preparation and organization of meetings, seminars, etc.

·       Conducts annual performance appraisals for staff under his/her supervision; and

·       Performs other duties that may be assigned.

 

ACADEMIC QUALIFICATIONS AND EXPERIENCE

·       Master’s degree (or equivalent) in the Social Sciences, Economics, Business Administration, International Relations, International Diplomacy, Public Administration, or Political Science or similar field from a university of recognized standing.

·       Ten (10) years progressively responsible experience in regional integration and trade facilitation as well as programme development and management, with 5 years of supervising others.

  • Demonstrated knowledge of international trade and development issues.
  • Demonstrated knowledge of ECOWAS regional rules and regulations related to Trade.
  • Demonstrated experience in conducting trade capacity building programmes.

·       Experience working for an international organization is an added advantage.

  • Fluency in oral and written expressions in one of the ECOWAS official languages of the Community (English, French & Portuguese). Knowledge of an additional one will be an added advantage.
  • Superior organizational and project/program management skills with significant experience identifying timelines, targets, costs and resources necessary to deliver on operational/program/project outputs.
  • ability to set effective goals and targets for self, others, and the work unit and adjusting work or project priorities in response to changing circumstances.
  • Ability to identify gaps affecting the achievement of program/project expectations and to design and implement intervention plans required to build the desired capacity (e.g. training, structural realignment, partnerships, reallocation of resources.
  • Ability to implement rigorous monitoring, and evaluation practices and to set in place regular reporting schedules relevant to key outputs (e.g. management indicators, project milestones, program results, processing targets).
