Role Overview:

Under the direct supervision of the Director Energy and Mine, the Principal Programme Officer, Conventional Energy (Power, Hydrocarbon) shall be responsible for the implementation of all the activities related to the conventional energy sector, under the coordination of the Director.

 

Role and Responsibilities

·       Lead the development and implementation of regional policies and strategies related to the conventional energy sector.

·       Coordinate the formulation and implementation of regional projects and programmes for the development and utilization of conventional energy resources, particularly oil, and gas.

·       Support activities leading to the availability and security of supply of quality fossil fuels to Member States.

·       Promote and facilitate the expansion of the hydrocarbon infrastructures in the region, particularly the gas pipeline, and keep informed on the operation of the West African Gas Pipeline.

·       Oversee the development of the conventional power infrastructures implemented by the West African Power Pool.

·       Provide guidance for the implementation of projects related to conventional rural electrification and strengthen relations with development partners in this area.

·       Coordinate the implementation of existing initiatives such as the ECOWAS strategy for the popularization of Liquefied Petroleum Gas (LPG), the extension of the Gas Pipeline, the program for the electrification of 20000 Villages (PRODEL 20 000); Initiate and coordinate the implementation of such projects.

·       Oversee international and regional trends regarding conventional energy, oil, and gas sectors through analysis, networking, and self-improvement.

·       Foster and strengthen partnerships with international organizations responsible for the conventional energy sector, particularly oil & gas.

·       Set the objectives of the Division and ensure alignment with the ECOWAS Community Strategic Plan.

·       Coordinate the development of the Division’s annual work Programme and ensure effective management of the financial resources.

·       Supervise the implementation of the annual work program of the Division and the activities of the Program Officers under his / her responsibility.

·       Contribute to the preparation of the monitoring and evaluation reports as well as specific reports of the Directorate.

·       Participate in regional and international meetings and conferences on technical topics related to oil and gas development and conventional power.

·       Perform any other related tasks that may be assigned by the Director.

 

Academic Qualifications and Experience

  • Master’s degree or equivalent in Energy Engineering (Petroleum Engineering, Electro-mechanical Engineering, Electrical Engineering), or other related fields from a reputable institution.
  • Certificates in relation with Energy, Petroleum, and Public Private Partnership will be an advantage.
  • At least 10 years of progressively responsible experience in conducting activities in connection with conventional energy (hydrocarbon, conventional power) within a public or private entity or within a regional organization and 2 years of which at the supervisory level.
  • Sound knowledge of the energy and hydrocarbon sectors framework in the region and issues related to these sectors at the national and regional levels.

·       Strong understanding of the multiple components that contribute to policymaking, project and programs development, and implementation in the hydrocarbon sector and conventional power field.

  • Working experience on development partners’ projects and programmes would be an added advantage.

·     Ability to manage and coordinate client management initiatives (e.g. feedback loops, surveys, studies, needs assessments) and make recommendations.

·     Ability to develop and implement best practices in client services (e.g. dashboards, incentive management, feedback mechanisms).

·     Ability to develop and implement stakeholder management plans, programs, and initiatives to obtain buy-in on new initiatives, to better understand dissenting views, to obtain resources, and to increase perceptions of success.
