The Monitoring and Evaluation (M&E) Unit

The Monitoring and Evaluation (M&E) unit is likened to the performance tracking special eye of the Ecowas Commission.

MISSION

Under the direct supervision of the Vice President of the Commission, the Unit has the mandate of enforcing accountability of all stakeholders through effective reporting on performance of the regional integration programmes that they are charged with.

ACTIVITIES AND ACCOMPLISHMENTS

Since 2008, when the functions and responsibility of the Unit was formalised, there has been an advent of result-based management approach in the Community. In this regard, a two-phased approach is implemented, mainly in terms of procedures and tools, as well as capacity building:

Phase 1

Establishing an operational M&E system at the Commission:

*An M&E Manual is being enforced

*Annual and quarterly performance reports are regularly prepared

*Capacity of directorates and services are being reinforced (through training)

Phase 2

*Extending M&E System to other stakeholders (Institutions and Member States)

*Arrangements are advanced for the enforcement of a Community M&E Handbook

*A Community programme performance report framework is being designed, including a performance report communication plan (under the auspices of the Forum of Stakeholders on ECOWAS M&E System)

*A training programme is being put in place
