ROLE OVERVIEW

Under the supervision of the PPO Social Affairs, the incumbent shall be responsible for the formulation and implementation of programmes aimed at ensuring effective governance of labour migration in the region. The position will provide technical guidance on regional labour migration issues based on the four cardinal principles of labour migration.

 

ROLE AND RESPONSIBILITIES

·       Promote the implementation of viable and comprehensive labour migration policies developed in coherence across various sectors such as employment, migration, and education and overall development.

·       Support the analyses of laws and regulatory frameworks based on international human rights including labour rights.

·       Improve labour market institutions responsible for labour migration governance.

·       Promote engagement with a broad spectrum of stakeholders.

·       Increase Social Dialogue and tripartism in the ECOWAS region.

·       Develop and implement Policy recommendations on Labour Migration.

·       Generate periodic reports on Labour migration governance in the region.

·       Perform any other task assigned by the supervisor.

 

ACADEMIC QUALIFICATIONS AND EXPERIENCE

·       Bachelor’s degree (or its equivalent) in Law, International Relations, Gender studies, Sociology, Economics, or Social Science or a related field from a recognized University.

·       5 years of experience in Humanitarian Affairs, Emergency Preparedness, Crisis/Emergency Relief Management, Rehabilitation, Development, or other related area.

·       Technical analytical capacity and in particular the ability to conduct research, including the ability to evaluate and integrate information from a variety of sources and assess impact on the humanitarian rights situation in assigned country/area.

·       Ability to analyse and articulate the humanitarian dimension of issues which require a coordinated response, and contribute to the formulation of options and recommendations.

·       Knowledge of a range of humanitarian assistance, emergency relief and related humanitarian issues, including approaches and techniques to address difficult problems.

·       Proficiency in information communication technologies (ICT).

·       Fluency in oral and written expressions in one of the ECOWAS official languages of the Community (English, French & Portuguese). Knowledge of an additional one will be an added advantage.

·       Ability to develop, implement an individual action plan for achieving specific work goals.

·        Identify, organize and monitor tasks throughout to facilitate execution.

·       Ability to contribute and/or lead on projects as per accepted project management standards and techniques, to co-ordinate contributions by others to set and meet deadlines.

·       Ability to organize work, set priorities, and work within timelines, giving attention to details, stakeholders, indicators and risks.

·       Ability to identify, collect and assess indicators to monitor performance and to take proactive remedial action as required.
