ROLE OVERVIEW

Under the supervision of the Director of Trade, the incumbent shall be responsible for overseeing the management of activities undertaken by the Division in the areas of Trade Policy; Trade Negotiations and Trade Promotion involving Member States; and with third parties.

 

ROLE AND RESPONSIBILITIES

·       Lead, supervise and carry out the work programme of the Division under his/her responsibility.

·       Facilitate the formulation, implementation, and review of Regional Trade policies.

·       Facilitate the development of common positions, building on regional acquis, between Member States in Trade negotiations.

·       Support the implementation of Trade Agreements involving Member States and third parties.

·       Harmonise Community Acts on Trade promotion.

·       Implement regional trade promotion activities.

·       Develop and manage Trade information related tools and services.

·       Supports, and follow up on the implementation of Competition Policy.

·       Develop and implement activities to support Informal Traders.

·       Coordinate the preparation and organization of meetings, seminars, etc.

·       Participate in international, regional, or national meetings and provide programmatic/substantive expertise on international/ regional trading systems, regional trade policy instruments and related issues.

·       Prepare the work programme of the Division.

·       Undertake the programmatic tasks necessary for the functioning of the Division, including preparation of budgets and reporting on budget/programme performance.

·       Maintain effective relations with decision-makers in Member States and network of peer technical specialists.

·       Conduct annual performance appraisals for staff under his/her supervision; and

·       Perform any other task assigned by the supervisor.

 

ACADEMIC QUALIFICATIONS AND EXPERIENCE

·       Master’s degree (or equivalent) in the Social Sciences, Economics, Business Administration, International Relations, International Diplomacy, Public Administration, or Political Science, or in a similar field from a university of recognized standing.

·       Ten (10) years progressively responsible experience in regional integration, trade policy and negotiations, as well as programme development and management, with 5 years of supervising others.

·       Demonstrated knowledge of international trade negotiations, trade policies and programmes, trade promotion and marketing techniques, as well as trade and development issues.

  • Demonstrated knowledge of ECOWAS regional rules and regulations on Trade policy, negotiation, and promotion.
  • Experience as a trade negotiator is desirable.
  • Experience working for an international organization is desirable.

  • Fluency in oral and written expressions in one of the ECOWAS official languages of the Community (English, French & Portuguese). Knowledge of an additional one will be an added advantage.
  • Superior organizational and project/program management skills with significant experience identifying timelines, targets, costs and resources necessary to deliver on operational/program/project outputs.
  • ability to set effective goals and targets for self, others, and the work unit and adjusting work or project priorities in response to changing circumstances.
  • Ability to identify gaps affecting the achievement of program/project expectations and to design and implement intervention plans required to build the desired capacity (e.g. training, structural realignment, partnerships, reallocation of resources.
