Selection of an Individual Consultant for the Mapping of Non-State/Informal Actors in
Security Sector

1. The ECOWAS Commission intends to use part of its budget to finance the contract of an Individual
Consultant for the Mapping of Non-State/Informal Actors in Member States.
2. The overall objective of this mapping exercise is to assess the extent to which the Non-State or Informal
security actors contribute to peace and stability in West Africa, to examine which factors have proved
critical in helping or hindering their contribution to peace and security as well as draw lessons for
ECOWAS and its respective governments. Therefore, this consultancy is to determine key
achievements of the Non-State or Informal security, challenges, lessons learnt and the way forward.
3. Duration: The duration for this consultancy shall be for a period of three (3) months.
4. Duties and responsibilities of the Consultant: The specific tasks to be performed by the consultant shall
include the following:
• Identify and list the number of Non-State or Informal Security Actors in each member states.
• Assess their legal status – are they registered or not?
• Are they contributing to peace and security of the states or are they threats in themselves?
• Assess the ownership of these Non-State or Informal Security Actors
• Assess their collaboration with state actors
• Establish if they are allowed to bear arms or not
• Is there any Government policy that regulates them?
• The mode and/or scope of operations
• What are the citizens perception/opinion on their existence/function
• Draw lesson for policy guidance.
5. The ECOWAS Commission invites eligible individual consultants (“Consultants”) to express their
interest in providing the services. Interested consultants shall provide information showing that they
have the qualifications and experience to provide the requested services. The applicants are to meet
the criteria set out below:
Qualifications
• Master’s degree or higher academic qualifications in Peace and Security Studies or related Social
Sciences/Humanities.
Experience
• Minimum of five (5) years of professional experience in research methods and proven evidence of
excellent analytical and report writing skills.
• Sound knowledge, skills and experience in peace and security framework of ECOWAS (the lead
consultant should preferably be an ECOWAS national).
• Sound knowledge, skills and experience in Participatory approach, other qualitative/quantitative
research methods.
• Experience in social research work, especially at International levels
• A good track record of similar or related activities previously conducted is desirable
• The ability to deliver quality results and on time as per agreements in the contract document which
is legally binding.
Language
• The Individual consultant must have the capacity to speak and write in the three (3) ECOWAS
official languages i.e. French, English and Portuguese (written and verbal communication).
NB: The ECOWAS Commission would like to draw the attention of interested consultants to Article 117 of the
revised ECOWAS Procurement Code on “Fraud and Corruption”, which provides information on fraudulent or
corrupt practices in competition or contract execution. Furthermore, candidates are invited to take cognisance
of the specific information on conflict of interest related to this consultancy service, under Article 118 of the
revised ECOWAS Procurement Code.
6. The selection of the consultant will be made following the criteria for the Selection of Individual
Consultants set out in the Guidelines for Consultants. The candidate with the highest score will be
invited to submit a technical and financial proposal.
