The Economic Community of West African States (ECOWAS) has received financing from the World Bank towards the cost of implementing the Regional Off-Grid Electricity Access Project (ROGEAP) and intends to apply part of the proceeds for the recruitment of Translators and Interpreters Firm for the ROGEAP Project.
The services requested (the “Services”) include the translation of the reports submitted by the ROGEAP project as well as any other document from French into English and/or Portuguese and from English into French and/or Portuguese; and the simultaneous interpretation into the different ECOWAS languages: English-French / French-English / English-Portuguese / Portuguese-English / French-Portuguese / Portuguese-French of all the discussions during the meetings, workshops, seminars, conferences, organised by the ROGEAP project.
The detailed Terms of Reference (TOR) for the assignment are attached to the present Request for Expression of Interest.
The Economic Community of West African States (ECOWAS) now invites eligible translators and interpreters firms (“Consultants”) to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The evaluation criteria are:
- Must have a general experience of 5 to 10 years of interpretation and translation in projects financed by the World Bank.
- Similar experience in West or Central Africa, sub-regional development organizations would be an additional asset.
- Similar experience in Energy sector projects will also be an additional asset.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” fourth edition November 2020.
The Translator and Interpreters Firm (consultant) may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Translator and Interpreters Firm (consultant) will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
