Title: Recruitment of an individual consultant for the development of a common regional methodological guide for the compilation of annual national accounts in ECOWAS Member States according to 2008 System of National Accounts.
- Objectives
Within the framework of the implementation of the Project for Harmonizing and Improving Statistics in West Africa (HISWA) financed by the World Bank, ECOWAS Commission undertook to develop a common regional methodological guide for the compilation of annual national accounts in ECOWAS Member States according to 2008 SNA in order to enable NSOs to use harmonized methods for compilation of national accounts.
Specifically, the main tasks to be carried out by the consultant are as follows
- Adapt the international standards and methods of the System of National Accounts 2008 to the realities of ECOWAS countries;
- adapt the SNA2008 methodological requirements to the country’s specific situation;
- Clarify, prioritize, and proffer alternative solutions to challenges and facilitate assessment of national accounts indicators;
- Develop tools for basic data analysis, classifications, and compilation methods that will be made available to countries to assist in the first preparation of national accounts statistics or in improving the existing situation in the implementation of SNA2008;
- Describe basic methods for the compilation of national accounts according to the rules and principles of SNA2008;
- Establish a regional common platform for publication and presenting national
The ECOWAS Commission through the Directorate of Statistics and Research invites interested, eligible and qualified candidates to express their interest in providing the services described in the TOR for this assignment. Interested consultants must provide information (documentation in English, French or Portuguese in world and PDF format) indicating that they are qualified to perform the services (brochures, references concerning the execution of similar contracts, copies of degrees, attestations, certifications, etc.).
- Deliverables
The Common Regional Methodological Guide for the compilation of annual national accounts in ECOWAS Member States according to SNA2008, taking into account the specificities of the countries in order to improve the comparability of GDP is available.
The deliverable is the draft common regional methodological guide for the compilation of annual national accounts in ECOWAS Member States according to the SNA2008.
- Consultant Profile:
Due to the nature of the assignment, the consultant must have:
- Higher education degree Master’s in statistics or economics;
- At least fifteen (15) years of experience in the preparation of national accounts in a West African country;
- Demonstrated experience in the development of national accounts compilation methods in sub-Saharan Africa;
- Mastery of approaches to harmonization of data collection methodologies and a very good command of the “ex-ante” and “ex-post” statistical harmonization process;
- Excellent knowledge of the economic integration process, including the multilateral surveillance process within ECOWAS;
- Good knowledge of the macroeconomic framework;
- Excellent communication, presentation and writing skills;
- Free of any commitment and available immediately;
- Fluency in one of the three official languages of Working knowledge of a second language would be an advantage.

- Duration of the mission:
The total duration of the consultant’s assignment shall be ninety (90) days from the date indicated in the notification of the task order for the start of the assignment.
- Selection Method:
The recruitment of the consultant will follow the method of Selection of Individual Consultants in accordance with the Procurement Regulations for Borrowers Seeking Investment Project Financing (IPF), July 2016 version, revised October 2017 and August 2018.
The selection procedure will be by Competitive Bidding and will include two phases:
- A phase of pre-selection of candidates by establishing a short list of the most qualified candidates for the mission in light of the analysis of the CVs received;
- A phase of analysis of the technical and financial proposal of the short-listed candidate with the highest score. The successful candidate will be invited to negotiations for the award of the contract.
