Responsibilities

To support the African Union (AU) in the development and operationalisation of the African Standby Force (ASF) Civilian Standby Roster so as to ensure its effective functioning as well as to ensure the rapid selection, recruitment, deployment and support of civilian personnel for AU and ESF Peace Support Operations (PSOs). In this endeavour, the Officer will work closely together with the ECOWAS Commission Department of Human Resources. Also to support the development of standardized civilian capabilities for the African Standby Force (ASF) and ECOWAS-mandated Peace Support Operations (PSOs), and in this regard to closely liaise and coordinate with the regional Training Centres of Excellence (TCEs) and other training service providers as may be relevant, to support training coordination, harmonization and evaluation processes.

Under the supervision of the civilian Programme Officer Strategic Assessment and Doctrine:

  • Support the development, testing and re-development phases of the development of the database supporting the roster system;
  • Assist in developing the requisite human resource policy frameworks, rules and regulations and standard operating procedures in support of the efficient and effective functioning of the roster system and in alignment with similar processes and mechanisms at the level of the AU Commission;
  • Lead analysis and the drafting of documents, strategy papers, technical reports, training programmes and other areas, as required, related to the design and roll-out of the roster;
  • Liaise on a regular basis with the relevant civilian focal points at the AU Commission and other RECs/RMs so as to support the smooth development and roll-out of the roster;
  • Liaise on a regular basis with regional Training Centers of Excellence and other training service providers to ensure that all rostering requirements of the AU are adhered to and standards are met at all times;
  • Assist in populating the prototype database, working closely with training centres and service providers, as per the project requirements set by the AU;
  • Liaise on a regular basis with the relevant Human Resources personnel to ensure the development and implementation of relevant human resource policy frameworks, rules, regulations and procedures;
  • Identify and liaise also with other Departments of the ECOWAS Commission that may have intentions to establish standby rosters so as to ensure coordination and harmonization of efforts to the extent possible;
  • Support recruitment and deployment processes for AU and ESF PSOs;
  • Establish networks and consult extensively with the various stakeholders at the regional, continental and international levels as well as with established roster service providers and other relevant subject matter experts;
  • Conduct awareness-raising activities as required to ensure all relevant stakeholders are aware of the roster and its processes and requirements;
  • Support the monitoring of the implementation of training policies for ASF and ESF PSOs from a civilian dimension perspective;
  • Support the conduct of Training Needs Analyses (TNAs) for the ASF and ESF with specific attention to the civilian dimension aspects;
  • Liaise and coordinate with training centers and training service providers at the strategic and operational levels;
  • Support the planning, review or evaluation of training exercises at the regional and continental levels;
  • Support the planning for and conduct of mission-specific training courses, in coordination with mission training cells, and as relates to the needs of civilian mission personnel; and
  • Perform any other tasks as may be assigned by the direct supervisor.

Qualifications :

 

  • Have at least a University Bachelor’s degree in International Relations and/or Regional Studies, Project Management, Human Resources or Information Technology
  • Experience Required
  • At least 5 years working experience. Experience in the planning, delivery, monitoring and evaluation of training courses for civilian personnel in peace support operations, in particular African PSOs;
  • A higher qualification will reduce the required number of years working experience by two years (2)
  • Experience in matters pertaining to peace and security, in particular peace support operations, and knowledge of civilian capacities in peace and security operations is an advantage.
  • Project management, human resources experience is highly desirable as is experience of training/capacity building in a PSO context;.
  • Knowledge of the ASF and African AU PSOs is highly desirable
  • Knowledge of peace and security, in particular peace support operations

  • Skills and Competencies Required: Knowledge of African/ECOWAS PSOs and the substantive field of work in general and of specific areas being supervised
  • Ability to produce reports and papers on technical issues and to review and edit the work of others;
  • Ability to apply ECOWAS rules, regulations, policies and guidelines in work situations;
  • Ability to work in a highly pressurized environment, and to deliver in a timely manner within cost and quality standards
  • Ability to travel extensively if required
  • Ability to work closely with governments, NGOs and multi-lateral institutions
  • Strong communication skills and the ability to listen and take direction and leadership from others

Language Requirement

  • Candidates must be fluent in one of the official languages of the Community: English, French and Portuguese. A working knowledge of another would be an advantage
