INVITATION TO TENDER

1. The ECOWAS Commission, as part of the implementation of its 2024
budget through the Regional Stabilization and Development Fund (RSDF), is
planning to build the fence of the maternity of the Bafata Regional Hospital
and Four (4) rice storage warehouses in Bafata and Gabu (Guinea Bissau), in
a single lot.

2. The ECOWAS Commission therefore invites eligible and qualified
candidates to submit their bids with a view to the construction of the said
infrastructures in order to contribute to the improvement of access to health
care and resilience in the regions of Bafata and Gabu in Guinea Bissau.

3. Interested candidates may obtain further information and consult the
tender documents from the Procurement Division, General Administration
and Services Directorate, ECOWAS Commission, 101 Yakubu Gowon

4. The full bidding document can be obtained on written request from
the above e-mail addresses. NB: A compulsory visit to the various sites is scheduled for 18 & 19 November
2024 at 11:00 a.m. in Bafata and Gabu in Guinea Bissau.

5. Bidders must be accompanied by a bid guarantee (bank guarantee or
insurance bond) in the amount of two thousand US dollars (US$2,000), which
must remain valid for one (1) month after the period of validity of the Bids.

6. Bids in sealed envelopes must be deposited in the Tender Reception
Box located at the Procurement Division, General Administration Directorate, 1st Floor, ECOWAS Commission Headquarters, 101 Yakubu Gowon Crescent, Asokoro District, PMB 401 Abuja Nigeria.

7. Bids must be clearly marked “Construction of the Fence of the Maternity
of the Bafata Regional Hospital and Four (4) Rice Storage Warehouses in
Bafata and Gabu (Guinea Bissau), To be opened only in the presence of the
Tender Evaluation Committee” and must be submitted no later than 12
December 2024 at 11:00 GMT+1, Nigeria time. They must clearly indicate the
price, specifications, delivery period, bid validity period and bid security
validity period, which will determine the acceptance of the bids received.

8. Bids will be opened in the presence of the bidders or their representatives who wish to attend, on 12th December 2024 at 11:30 GMT+1, Nigeria time, in the meeting room of the Procurement Division, 1st Floor, ECOWAS Commission Headquarters, Plot 101, Yakubu Gowon Crescent, Asokoro District, Abuja.

9. This invitation to tender is also published on the ECOWAS Commission

10. The Bids should note that, in order to be eligible, foreign companies not registered in Guinea Bissau are required to form a legal partnership with
companies domiciled in Guinea Bissau.
