The Economic Community of West African States (ECOWAS Commission) has received financing from
the World Bank toward the implementation of the Western Africa Regional Digital Integration Program
(WARDIP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the finalization of the new legal and regulatory framework
to govern the digital economy sector in West Africa, while integrating of contributions from the different
Member States and ensure that the draft legislation is updated to reflect new advances in the sector.

Intellectual Services

ECOWAS Commission now invites eligible firms (“Consultants”) to indicate their interest in providing the
Services. Interested Consultants should provide information demonstrating that they have the required
qualifications and relevant experience to perform the Services. The qualifications and relevant experience
of the consultants must be supported by documents such as copies of contracts, certificates of good
performance, etc. The absence of supporting documents is eliminatory.

The evaluation criteria are:
– The firm must have general experience in carrying out studies related to digital economy policy
research, strategy or regulation formulation within the last five (5) years.
– The firm must demonstrate that they have carried out at least two (2) similar assignments related to
the development of a legal and regulatory framework for the digital economy at the national or
regional level during the last five (5) years.

– At least one (1) of these similar assignments must have been carried out in Africa.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World
Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”),
setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Consultant’s Qualifications based Selection set out
in the Procurement Regulations.
