The Economic Community of West African States (ECOWAS Commission) has received financing from
the World Bank toward the implementation of the Western Africa Regional Digital Integration Program
(WARDIP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the assessment of the technical, economic, and operational
feasibility of setting up a Regional Cybersecurity Coordination Centre for the ECOWAS region.

ECOWAS Commission now invites eligible firms (“Consultants”) to indicate their interest in providing the
Services. Interested Consultants should provide information demonstrating that they have the required
qualifications and relevant experience to perform the Services. The qualifications and relevant experience
of the consultants must be supported by documents such as copies of contracts, certificates of good
performance, etc. The absence of supporting documents is eliminatory.
The evaluation criteria are:
– Strong experience in the digital sector,
– Experience in realization of cybersecurity policy projects
– Experience in development of cybersecurity architecture documents
– At least five (5) years of experience in consultancy
– have worked on at least one (1) cybersecurity project in the last five (05) years.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World
Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”),
setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Consultant’s Qualifications based Selection set out
in the World Bank Procurement Regulations.
